    Join ULI Philadelphia for the first Member Breakfast event of 2023 - a recap of the interesting and impactful Technical Assistance Panels ULI members conducted in 2022.

    The Technical Assistance Panel program- better known as "TAP", is ULI's signature program that harness the multidisciplinary expertise of ULI's members who volunteer their time to help communities in our region solve challenging land use and development-related issues in a fun and fast-paced charrette-style event. Hear from the co-chairs and panelists of each of the three TAPs held in 2022 - North Broad Renaissance, LaSalle University, and Eastwick United CDC about the challenges each community was trying to solve, and what it's like to serve on a panel. TAPs are a great way for members to connect to ULI's mission and provide significant value to communities - you may leave this event inspired to serve on the next TAP!

    Jayne Spector

    Design Director, Langan

    Jayne is a Landscape Architect and Director of Design at Langan, specializing in the redevelopment and sustainable reuse of urban, historic and brownfield sites. She is a licensed landscape architect, currently practicing in 20 states and internationally. Jayne holds a Master’s Degree from the University of Pennsylvania and a BLA from Rutgers University and instructed courses and studios at both universities. She has published articles on sustainable urban development and cultural landscapes. Her book, Dockyard to Esplanade explores best practices for leveraging our industrial heritage in the redevelopment industrial waterfronts.

    Charnelle Hicks

    CHPlanning, Ltd.

    Ms. Hicks has 30 years of experience in comprehensive and regional planning, economic development, and public outreach. Charnelle has management consulting experience in business organizational development and frequently shares her professional knowledge on expert conference panels. In 2016, she gave a Keynote Address to the City Planning and Urban Design Conference (CPUD) in Istanbul, Turkey and was recognized as a Philadelphia Minority Business Leader by the Philadelphia Business Journal. CHPlanning specializes in transportation and infrastructure, land use and environment, design and engagement, and management and technology solutions to complex multidisciplinary problems for social and built environments.

    Vaughn Ross

    Founder, Rvesta Consulting

    Vaughn is the founder and principal of Rvesta, a consulting practice that works to enact lasting, positive change in cities by meeting the policy or organizational goals of clients in the fields of economic development, real estate development and city planning, transportation and infrastructure, and government advisory policy. Vaughn believes he can bring a unique consultative approach to clients by balancing unconventional thinking, generated by intellectual curiosity, with his lived experience as a high-level government administrator in one of America's largest cities. Vaughn previously served as First Deputy Chief of Staff to Philadelphia Mayor Jim Kenney from 2016-2021. In his time with Mayor Kenney, he retained a portfolio of departments focused on economic development including: the department of Planning and Development; Commerce Department; and the Office of Transportation, Infrastructure, and Sustainability. On behalf of the Mayor’s office, he maintained relationships with a number of external, quasi-governmental, and non-profit partners including: the Greater Philadelphia Chamber of Commerce; Philadelphia Industrial Development Corporation; Philadelphia Convention and Visitors Bureau: Greater Philadelphia Hotel Association; SEPTA; DVRPC; and the Mayor’s Fund for Philadelphia. Vaughn has extensive experience working with Philadelphia community-based organizations such as registered community organizations, business improvement districts, community development corporations, neighborhood violence prevention partners, and faith-based institutions. Prior to joining municipal government, Vaughn spent five years as a fundraiser for political campaigns in and around Philadelphia. He led successful fundraising efforts, culminating in Mayor Kenney’s 2015 victory, and oversaw direct donor outreach, principal management, and financial compliance. Vaughn serves on the board of directors of the Mayor’s Fund for Philadelphia, a city-associated non-profit organization that both serves as a financial administrator for donor-restricted grants and administers a board-directed targeted community grant program, and Germantown United CDC, his local community development corporation. He also previously served on the board of USA250, an organization dedicated to making Philadelphia the focal point of the nation’s 250th anniversary in 2026, and PHL Soccer 2026, the non-profit bid committee that successfully secured Philadelphia’s place as a host city in the 2026 FIFA World Cup. He is a member of the African American Chamber of Commerce of PA, NJ, DE and the Urban Land Institute. He has a B.A. in International Relations from Lehigh University. Since founding Rvesta, Vaughn has worked with clients in to advance equitable economic development and smart, urban policy with organizations such as Philadelphia250, Elevate215, the Philadelphia Equity Alliance, the Philadelphia Industrial Development Corporation, and the Pew Philadelphia Research and Policy Initiative.

    Rachael Griffith

    Sustainability Director, Chester County Planning Commission

    Rachael Griffith is a planner and landscape architect with varied professional experience in the private, non-profit and public sectors. She currently serves as the Sustainability Director at the Chester County Planning Commission, where she coordinates the efforts of county departments, municipalities, and other community partners in support of implementing the county's Climate Action Plan, encouraging sustainable development, and advancing land preservation efforts. Rachael holds a Bachelors of Science in Landscape Architecture from Temple University and a Masters in Public Administration from the University of Pennsylvania.

    Nancy Gephart

    VP of Development, Shift Capital

    Nancy leads the Capital Markets team at Shift Capital, a social impact real estate developer based in Philadelphia. Shift owns roughly 2 million square feet of real estate throughout the Mid-Atlantic, and Nancy is responsible for capitalizing these assets and creating financial and strategic roadmaps for future growth. Prior to joining Shift, she worked at Capital Impact Partners, a Community Development Financial Institution (CDFI) lending to healthcare, education, healthy food, and mixed-use projects nationwide. She deployed over $100MM to impactful real estate projects and led CIP’s healthy food and DC housing strategies. She has also previously worked for the Michigan Social Venture Fund, a mission driven venture capital fund, and a public-private partnership with the World Wildlife Fund in Lao PDR. Nancy received her BA from Williams College and MBA and MS from the Ross School of Business at the University of Michigan. She is currently a Board Member of the DC Coalition for the Homeless, a transitional and supportive housing provider with 9 locations across DC.
