Background of Roger Nissim and His New Book
Roger Nissim is a pivotal figure in the history of Hong Kong's urban development, distinguished by his extensive career spanning both the public and private sectors. For over two decades, he served as a senior official in the Hong Kong government's Lands Department, rising to the rank of Assistant Director. In this role, he was instrumental in executing some of the city's most transformative projects, including the development of the New Towns and the land formation for the Chek Lap Kok Airport. He later transitioned to the private sector as a consultant for a major property developer, granting him a unique, comprehensive understanding of the intricate dynamics between government policy and private enterprise in shaping the city's landscape.
Drawing from this deep well of experience, Nissim authored the book "Placemakers: A History of the Lands Department." This work serves as an insider's historical account, arguing that the often-unseen civil servants within the Lands Department were the true "placemakers" who built modern Hong Kong. The book demystifies the territory's complex leasehold land system and provides a narrative of how major infrastructure and housing projects were realized. More than just a history, "Placemakers" offers crucial context for understanding the origins of Hong Kong's contemporary land and housing crises, making it an essential read for anyone interested in the forces that have shaped the city.
