    Land Development Lead, ANZ and NEA, Microsoft

    Lucy has had over 20-years experience, primarily as a Project and Development Manager both locally and international. Her experience includes a range of sectors including education, health, aged care and defence. Lucy currently leads the ANZ and NEA Land Development team for the Microsoft Data Centre program. Her team is responsible for all planning approvals, government agency engagement offsite and enabling works, utility connections. Her team specialises in developing and implementing accelerated metro and site-specific delivery strategies to enable DC construction.

    Darcy Frawley

    Director – Pacific, Capital Markets, Data Centres, CBRE

    Darcy Frawley is a seasoned professional in the field of data centre capital markets, currently serving as Director for CBRE in the Pacific region. Based in Melbourne, Darcy specialises in integrating investment sales, leasing, advisory, financing, and investment banking into a cohesive global service offering for digital infrastructure assets, including data centres, telecommunication assets, and fibre-optic networks. Since assuming this role in January 2024, he has played a pivotal role in enhancing CBRE's expertise and market presence in the dynamic digital infrastructure sector. Before his current position, Darcy was a qualified valuer at CBRE for almost 10 years, focusing on the valuation and advisory of data centres and related assets. His expertise encompassed passive investments, vacant properties, and development sites with valuations ranging from $5 million to $5 billion. Darcy's responsibilities included market value assessments, scenario analysis, pre-purchase advice, buy-side due diligence, and development feasibility analysis. His deep understanding of the market and proficiency in delivering comprehensive advisory services significantly contributed to his success in this role. Darcy also brings valuable international experience from his stint with CBRE in London during his valuation tenure, where he concentrated on significant pan-European portfolios valued between €50 million and €14 billion, primarily in the data centres and logistics sectors. His duties included advising clients on potential cross-border acquisitions and evaluating the impact of asset management initiatives on value, providing strategic insights into the European market. Darcy's extensive experience in valuation, advisory, and capital markets for digital infrastructure assets has established him as a leading expert in the field. His capability to integrate complex financial services with practical, value-driven advisory has consistently led to successful outcomes for his clients.

    Associate Director, Planning, Ethos Urban

    Josh is an Urban Planner with over a decade of experience in statutory and strategic planning in New Zealand, the United Kingdom and Victoria. Josh specialises in the due diligence, strategic pathway advisory and development approval space. Josh is Ethos Urban’s Victorian Industrial Lead and has particular experience in securing planning approvals for data centre projects.

    Kate Bailey

    Head of Retail and Alternatives Research Australia, CBRE

    Kate Bailey joined the CBRE Research team in October 2015 after working in the economic consulting and property strategy field. Kate leads theresearch team in Melbourne and Adelaide and is the national head of retail and alternatives research. Kate began her career in 2008 working at a property economic consulting firm gaining valuable experience providing advice to a range of public and private sector clients. Her role took her to the UK where she worked as a valuer and analyst for a property developer delivering key insights which helped inform development decisions. Upon return to Australia, she spent four years at Coles working in property strategy and forecasting providing direction for the future network of supermarket, liquor and convenience properties.
