    Each year, through the ULI Housing Awards, projects across the country showcase their impact on the industry through financing, policy, and partnership innovation. Winning projects highlight replicable strategies that can scale and expand housing supply nationwide. Each webinar in this ULI member-exclusive series will feature one of the five winners—showcasing their project case studies, pro formas, policy angles, financial strategy, and community engagement.

    Sendero Verde is a transformative mixed-use development in East Harlem and one of the largest Passive House affordable residential projects in the world. Completed in 2024, it delivers 709 affordable apartments at a range of incomes. Panelists from the development and architectural teams will discuss the public-private partnerships that enabled this project, a general overview of Passive House and what that means for the façade and mechanical systems, the local conditions and agency involvement in this projects, and financial and community engagement challenges that had to be overcome.

    Deborah Moelis

    Principal, Handel Architects, LLP

    Deborah Moelis is a Principal at Handel Architects and has been with the firm since its founding over 31 years ago. She was recently honored with the FAIA designation by the American Institute of Architects, recognizing her influential contributions to architecture, particularly in advancing sustainable design practices. Ms. Moelis has lectured internationally about sustainable design and has overseen the design and construction of groundbreaking projects such as the House at Cornell Tech and Sendero Verde in New York City, and Harmony Commons in Toronto. She received her Bachelor of Science in Architecture and Bachelor of Fine Arts in Interior Design from the University of Michigan, and Master of Architecture from Columbia University, is licensed in New York and California, and became a Certified Passive House Designer in 2015.

    Sabrina Barker

    Senior Director of Development, Jonathan Rose Companies

    Sabrina Barker is the Senior Director of Development at Jonathan Rose Companies. She is responsible for the successful completion of new construction development deals, from concept through lease-up and conversion. Sabrina is currently managing over $850M of new development in 5 states. She led the development of Sendero Verde, a $450 million affordable housing deal in East Harlem that was completed in Summer 2024, which provides 709 units of affordable housing, an 18,000 sf publicly accessible courtyard, and over 80,000 square feet of community facility space to the community. The project is certified to both Enterprise Green Communities standards and Passive House. In addition to closing out Sendero Verde, Sabrina is currently working on development deals at various stages in the development process in New York, Pennsylvania, Georgia, California, Connecticut, and Illinois. Prior to joining Jonathan Rose Companies, Sabrina worked as a designer at an award-winning architecture and urban planning firm in Seattle. Since graduating from Columbia University in 2015 she has continued to work with students in a variety of capacities, most recently as a juror for the Bank of America Innovation in Affordable Housing Challenge in 2023, 2024 and 2025. Sabrina is passionate about sustainability and the opportunity for buildings to decrease their emissions through both technological innovation and passive design methods. Her background in architecture has informed the work that she now performs as a Director at Jonathan Rose Companies, allowing her to be intimately involved with both the construction and finance sides of her projects. She is a graduate of Columbia University with a Masters of Architecture and a M.Sc. in Real Estate Development, and holds a B.A. in Architectural Studies from the University of Washington in Seattle.
