2013-2014 Daniel Rose Fellows

The mayors of Honolulu, Hawaii; Indianapolis, Indiana; Memphis, Tennessee and Portland, Oregon, have been selected as the 2013 – 2014 class of fellows for the Urban Land Institute (ULI) Daniel Rose Center for Public Leadership in Land Use. Each of the four mayors is leading a team of three additional fellows, including public- and private-sector representatives, from their respective cities.

The yearlong Daniel Rose Fellowship provides participants with leadership training and professional development opportunities, and it benefits their respective cities by offering technical assistance on a local land-use challenge.

The Land Use Challenges

Here are summaries of the challenges facing the four cities.

Honolulu: The City and County of Honolulu owns and operates the 22.4-acre Neal Blaisdell Center in the heart of urban Honolulu. The Honolulu Daniel Rose Fellowship team is looking for assistance in crafting a strategy and plan for the arts and culture district—including working with neighboring property owners and neighborhood institutions—and recommendations for public-private partnership options for site redevelopment. Indianapolis: The Indianapolis Rose Fellowship Team proposes to focus on strategies to revitalize urban manufacturing sites. The Indianapolis Team, through the use of information generated from ongoing studies, will focus specifically on the Mass. Ave. / Brookside Industrial Corridor just northeast of downtown Indianapolis. Read more.

Memphis: The Daniel Rose Fellowship land use challenge for the City of Memphis is to create an Innovation District in and around the Memphis Medical Center with its concentration of hospitals, higher education and life science companies all within two miles of downtown. Read more.

Portland: The Daniel Rose Fellowship team land use challenge is to identify the best mix of policy, zoning and strategic public investment to promote the Central Eastside District (CES), a 600-acre subdistrict of Portland’s Central City, which is zoned primarily for industrial and employment land uses, as a 21st century employment center.
