Summary of Recommendations
A ULI panel was asked by the Dorothea Dix Hospital Property Study Commission to answer a rather ambitious series of questions addressing three broad areas: 1) meeting state needs 2) preserving historic structures, facilities, and landscapes 3) governance and ownership of the property. The panel limited itself to providing basic and broad strategic recommendations that helped the Commission consider alternative land uses.
A number of land use and design recommendations were made for each of the land components of the Dix Hospital site and surrounding area. Inside the Historic Core, the buildings that contributed to the National Register of Historic Places would need to be preserved, but other buildings provided significant opportunities for rehabilitation and adaptive uses. The Grove site would form the eastern portion of a larger park, and by connecting to the cemetery it would be available for more active recreational uses (botanical garden, amphitheater). The Historic Buildings and Park should have been acquired as part of the larger park, completing the connection between North Carolina State University and downtown. The New Village Development consisted of two new housing areas and a village center. The design of these areas would be compact, urban villages that exemplified “green” building and sustainable development. The city had to decide whether they were going to lead this process or allow the property to be divided and redeveloped privately. Either way, there had to be coordination between the public and private sectors. Developed successfully, the city, county and university would benefit from new tax revenues, sustainable communities, and space for the state to centralize its health-related administrative functions.
