Director, Planning and Development Department
Debra Stark began her career at the city of Phoenix and then worked for Maricopa County reaching the position of Planning Manager. She was the Community Development Director for the city of Peoria, Arizona where she oversaw the city’s planning, building safety, and neighborhood services functions.
In 2005, she returned to Phoenix as Planning Director. Stark has been involved in several major projects in metropolitan Phoenix including master planned communities, most notably Anthem (4,600 acres) and Vistancia (9,400 acres).
During her career, Stark has worked on numerous text amendments, addressing issues such as adult-oriented businesses, digital signs, and form-based developments. She has been involved in numerous bills that impact the planning profession in the state of Arizona.
Stark served as both Treasurer and Vice-President/Legislative Affairs for the Arizona Planning Association. She also serves on the Board of Directors for Valley Partnership and Arizona State University’s Phoenix Urban Research Laboratory (PURL), and she is a member of the Maricopa County Trial Court Selection Commission.
She holds a Bachelor’s Degree in Sociology from Western Kentucky University and a Master’s Degree in Planning from Arizona State University.
